Why spalling happens, and why it is the owner’s problem
HDB explains spalling as a natural deterioration of the embedded steel bars: as they corrode they expand, and the concrete cover breaks off. It shows up most in bathrooms, where high humidity speeds it up, often first as ceiling cracks (HDB). Because the inside of the flat is the owner’s to maintain, spalling repairs are the owner’s cost unless one of the routes above applies.
GRA or your own contractor?
GRA halves the bill, and HDB arranges the work. Engaging a contractor yourself means paying the full cost, but you choose the timing. Owners with a small, early patch often go direct; owners with a large area tend to take the GRA route. Either way, the repair method is the same: remove loose concrete back to sound material, treat the steel against corrosion, rebuild with repair mortar, seal and repaint.
What it costs if you go direct
