Short answer: Contain the water, switch off any circuit near the drip, and photograph the stain with the date. Then tell your upstairs neighbour, because the repair is usually done in their wet area. In HDB flats the cost is normally shared, with HDB's Goodwill Repair Assistance having co-paid half. Get the source confirmed in writing before anyone pays.
Seepwise writes these guides from HDB, MND and BCA sources and published Singapore price data; each claim links to where it comes from.
In the first hour
- Contain it. Bucket under the drip, towels around it, furniture and electronics moved.
- Electrics. If water is near a light fitting, fan or switch, switch off that circuit at the distribution board and keep clear.
- Bulging ceiling? Do not poke it from below while standing under it. Keep people away and get it seen urgently.
- Record it. Photos with the date and time, and a note of what was happening upstairs (showers, washing, renovation).
In the first week
- Talk to your neighbour. The repair usually happens in their bathroom or kitchen, so their access matters.
- Track the pattern. If the stain grows after their showers, the bathroom membrane is the likely source. If it grows after rain, it may be the roof or facade. If it tracks the aircon, it is a drain line.
- Check whose problem it is. HDB owners above and below share the slab; renovation-caused leaks are the upper owner’s; top-floor leaks are the Town Council’s (HDB, Singapore Legal Advice).
Getting it fixed
| Route | Who arranges it | Cost to you |
|---|---|---|
| HDB Goodwill Repair Assistance | HDB | Around a quarter: HDB has co-paid 50%, the rest split between owners |
| Owners engage a contractor together | You and your neighbour | Your agreed share of the full cost |
| Renovation caused it | Your neighbour | Nothing |

What fixes it
HDB describes re-screeding, renewing the membrane and screed in the wet area above, as the most effective fix (HDB). Non-hacking PU injection suits localised leaks. Your ceiling is repaired last, once the slab is dry.
Bottom line
Contain it, record it, talk to upstairs, and get the source confirmed before money changes hands. Request an inspection for a written finding both flats can work from.

Request received.
A specialist will contact you on the number you gave. If water is near electrics, switch off that circuit at the distribution board and keep clear until then.
More questions
Is a ceiling leak from upstairs dangerous?
It can be if water reaches light fittings or switches, or if the ceiling bulges with trapped water. Switch off that circuit and keep clear.
My neighbour says it is not their leak. What now?
A dye or ponding test in their wet area shows whether their water reaches your ceiling. That evidence settles most disagreements.
Should I fix my ceiling now?
Not until the source is fixed. A repainted ceiling stains again with the next leak.
