Who pays for a ceiling leak in an HDB flat?
Usually both owners, because the slab between the flats is shared. HDB's Goodwill Repair Assistance has co-paid 50% of the repair, with the rest split between the upper and lower owners. Renovation-caused leaks are the upper owner's cost; top-floor roof leaks are the Town Council's.
How much does waterproofing cost in Singapore?
Published 2026 contractor guides put a toilet waterproofing package (membrane, screed, ponding test) at about S$800 to S$2,500, plus about S$800 to S$1,500 for hacking. Roofs and hidden leaks are priced after inspection.
Can a leak be fixed without hacking?
Sometimes. PU injection seals a localised leak path without hacking. If the membrane has failed across the wet area, re-screeding is the fix HDB describes as most effective.
My flat is new. Should I call a contractor?
Report it to HDB first. New flats carry a 5-year warranty on ceiling leaks and external seepage and 10 years on spalling, and changing tiles can end the ceiling-leak warranty.
